Subhash Kak writes an emotional piece on Rediff revealing the true nature of the struggle against reservations.

It seems such an unequal struggle: the cold apparatus of the government on the one hand, and the passion of the students on the other. The students appear to echo the words of the Hindi poet, Ramdhari Singh Dinkar:

Man ki bandhi umange asahaaya jal rahi hain
Armaan aarazoo ki laashen nikal rahi hain
inake liye kahin se nirbheek tej laa de
pighale hue anala kaa inako amrit pilaa de

(Our mental aspirations are burning
desires and wishes have become dead
let the light of fearlessness be brought
let us drink the nectar of molten fire)

....perhaps the agitating doctors in India are crying out for something much more than just the reservation of seats in colleges. They are fighting against the impending partitioning of India's soul.

Quota politics and the future of India

Note: This appeal has been written with all those communities in mind that would be adversely affected by the quota politics of UPA Government. But since upper castes as a community are the ones who are likely to lose the most so their name surfaces very often in this appeal. But, let no one doubt it, this appeal is being made with all those people in mind who do not agree with the divisive politics of this Government.
As you can understand, this is not an attempt to caste aspersions on other communities but, as we all know, human beings if not properly educated are prone to be swayed by the appeals of the irrational and this whole politics of quotas is nothing else but an attempt to play with this very sentiment of the so-called backward sections of our population. With the exception of upper castes, almost all other communities in one way or the other are already benefitting from this politics of quota or are likely to benefit from it. Hence, inspite of the best of efforts not to sound so, it is not always possible to sound effectively neutral. But, we in no way wish to hurt the sentiments of any community. Just like all of you, we also believe that merit is not the preserve of any single community and every one should be given equality of opportunities.

Dear Friends,
First let me congratulate you all for the tremendous determination being shown by all of you. Justice begets strength and those who fight for it become the torchbearers in the eyes of future generations. All of us must take a vow to fight till the bitter end.
Things in India have been on a continuous downward spiral right since the end of period of general optimism seen just after independence. Instead of shaping India into a genuine democracy, Congress and other parties that succeeded it in power did everything to undermine the actual spirit of democracy and turn this country into a mobocracy. In the Indian democracy, the only thing that matters is the numbers. Numerical strength of communities are at a premium and merit and quality have been reduced to taboos.
We all know that it is a dangerous path for a nation to tread but the future of a nation has to be the joint responsibility of each and every single individual in that nation. Today, we are in a situation where we have been entrusted with the unenviable task of bearing the burden of taking the country forward and at the same time being punched around by almost all political parties whenever they feel that they do not have anymore crums to offer to the masses. We have become the modern day Jews, abandoned by our own country and disowned by the powers that be.
Every passing day in the political life of this country is only highlighting the fact that for upper castes in particular and for other communities not falling under the reservation net in general, the future is nothing better than a bottomless pit. Perhaps the agenda of the present day political parties is to seek the total destruction of the upper castes and to forcibly push them into wretched penury and that too at the earliest. It is increasingly clear that the modern day Indian politics is all about vendetta and the upper castes are at the receiving end of it all.
This windstorm of reservations is not going to stop here. Tomorrow Congress and others of its ilk might raise the bogey of the minorities and start asking for reservations for minorities of all kinds, religious, linguistic etc. What would happen then? What would happen if tomorrow a demand arises to reserve 50% of all the jobs in the private sector? The fact remains that among upper castes also, there is a substantial section that is just as poor as the so-called backward sections of Indian society and not just that, today, certain communities (like the yadavas and the kurmis) among the so-called backward sections are in a much better position that the upper castes but not a single political party is ready to honestly raise these issues. This is yet another example of the extent to which the Indian state has become antagonistic towards all those who stand for equality and justice but the upper castes are the ones who bear the maximum brunt of this vindictive attitude of the Indian state.
Something like this had happened before independence also. A large section of the muslim population in India and its leadership felt that it would not be possible to safeguard the interests of the muslim minority in the face of an antagonistic Hindu majority. We all know what happened because of the germination of this kind of perception among the mulims. Whether their fears were real or imagined is a secondary thing. But, if the nation could split at that time then it can split even now. At that time muslims felt themselves to be at the receiving end and right we are facing a similar plight. In the form of Muslim League, the muslims at least had a party that felt obliged to fight for their rights but we do not have even that. Today, political parties consider it a mortal sin to fight for our rights. It would not be an exaggeration to say that the upper castes are the only true minority in India at the moment and that too, an abandoned and a hated minority.
The question is what should we do? It is not an easy question to answer at the moment. But we do not anymore have the luxury of time and hence procrastination is someting that we can not afford to indulge in anymore. Our leaders and this system has repeatedly betrayed us and time and again doors have been closed on our face and we were told to sacrifice a bit for the welfare of the downtrodden but now, we have had enough of it. How long can the Government of this country expect us to keep on sacricing without getting anything in return? Afterall, there is a limit to how much the upper castes can take and it is necessary to let Government of India know that we have exhausted our stock of patience and would not take anymore of this non-senae.
The example of mass exodus of Brahmins from Tamil Nadu in not too distant a past and the general atmosphere of animosity towards the upper castes in almost all provinces should serve as a good warning and as a basis for the belief that, ceteris paribus, henceforth upper castes in India would always have to live under the shadow of a hostile majority and an apathetic Government. What happened with the Tamilian Brahmins can happen to upper castes anywhere in India since we are a minority almost everywhere. If things do not change then it is not going to be easy for forward castes to coexist with others. It is now clear that present day political parties are not at all ready to do anything concrete to douse this smouldering fire. In fact, it suits them to keep the status-quo
Besides, experience tells us that Indian politicians only understand the language of force. As long as a community tries to peacefully and calmly protest, it is mercilessly suppressed but the moment it assumes a threatening posture, Indian state is more than willing to negotiate. Things have reached a point where the Indian state only recognises the sufferings of those who threaten it and not of those who profess loyalty and love for it. The example of Maoists, Kashmiri separatists and various other extremist groups in different parts of the country is a case in point. Government of India is more than willing to talk to naxalites and offer them amnesty but not to to the ordinary members of the upper castes who, under the threat of extermination at the hands of these very naxalites, were forced to take to arms and form their own militias. What could they have done, on one hand Indian state was not capable enough to offer them security and on the other hand it refused to let them protect themselves? Today Government of India is holding peace talks with separatists whose stated agenda is to seek the destruction of the Indian state but it is not ready to talk to members of Ranveer Sena who were forced to take up arms in self-defense. Every one knows that Government of India offers VIP treatment to naxalites when they are in jail but members of Ranveer Sena are treated as criminals and their families mercilessly persecuted in spite of the fact that Ranveer Sena , unlike the naxalites, in no way threatens the existence of the Indian state. On the contrary, it only helps the Indian state establish its writ in the naxal affected areas.
Till now, the members of the upper caste had at least one consolation. They were by and large confident that even if things go terribly wrong for them in the villages and in the agriculture sector (and it has already become unbearable because of naxalities and the faulty agricultural policies followed by successive regimes) then they would be able to secure a good future for themselves by getting good quality education and finding alternative sources of employment. But now, it seems Governmernt of India is hell bent to snatch even that opportunities from them. We are ready to compete and want the others too to be given a chance to compete but it seems Government of India wants to throw us in the ocean with our hands and legs tied. Perhaps it wants to sit back and enjoy the sadistic pleasure of watching us struggle a bit and then go down never to come up again. But, let us show the politicians in India that if we could nurture them and the state whose overlordship they are claiming then we can also plot its decline.
Indian Keeping in mind, the socio-political realities of our times, the following points can serve as a good starting point.
1) We must form a new political outfit devoted exclussively to fighting for the rights of the upper castes in particualar and of other people disowned by the Indian state in general.
This outfit should under no condition feel embarrassed while talking about the interests of the upper castes. This outfit would be entrusted with the task of uniting all the upper castes all over India and bringing them under its umbrella. It is quite clear that the politics of vendetta currently pursued under the garb of social justice is here to stay and it might also take an uglier turn. So before things really spin out of control, we must take the intitiative and form such a political party. We must keep in mind the fact that the struggle we are currently waging is political in nature and a modern political battle can be decisively fought only if it is commandeered by a political party History of the modern world bears testimony to it All great struggles were fought under the aegis of political parties.
Being the sole representative of the upper castes, this political outfit would place before Government of India two alternatives and would tell that the fulfillment of any of those would lead to the fulfillment of the aspirations of the upper castes in India. The two demands would be:
a) Let there be a separate country for the upper castes and for others falling under the general category. We would call this country Sawarnaland or Aryavarta. Upper castes and the others falling under the general category constitute roughly 25% of the total population of this country (15% upper castes, a section of the muslims, christians, sikhs, jains and other communities like the Jats in Haryana). So, acting on the principle of the equitable distribution of the Lebensraum (living space), this political party would ensure that the country that would be so born would have roughly 25% of the total land mass of India. Further more, it would also ensure that the new born country would have access to the sea and the ratio of coast line to to the total land area must be the same (if not more) as it for India at the moment In order to avoid a West-Pakistan and and and an East-Pakistan like situation , we would fight for the land area of the new country to be contiguous. This political party would also ensure that Sawarnaland would inherit its due share of resources from India. We would assure the rest of India that once Sawarnaland is formed, we would have extremely cordial relations with them just like Mauritius has with India at the moment.
2) If we feel that the vast majority of the upper caste population is not ready to split India then we can forward another proposal to the Government. In this proposal, instead of demanding a separate country, we sould demand 25% of the Indian land mass (excluding the Bangladesh border and the north-east and with access to the sea) to be declared quota free zones. The areas falling under this zone would form a new province called Sawarnaland. We would tell the rest of India (comprising of SC/STs, OBCs and otyhers of their ilk) that this would be beneficial to them as well since once Sawarnaland is formed, they would be in a position to have 100% or 200% or even 500% reservations for themselves in as many fields as they want.
Once Sawarnaland is formed, inn cooperation with Government of India, we would ensure a peaceful transfer of population But, in order to avoid the tragedy of 1947, we would stagger this period of transfer of population and fix up a sufficiently long period of time say 20 years for effective, complete and peaceful transfer of population. Right sice the day of the inception of such an arrangement, upper castes any where in India would automatically be considered domiciliaries of this area and would have the right to vote there.
For all other purposes, the legal status of people on both sides would remain the same as it is today. People from the rest of India would be allowed to come, live and work in Sawarnaland and vice-versa but people from the rest of India would not be registered as a voter in Sawarnaland.
Note: The blue print of how to fight for Sawarnaland whether as a country or as a separate province within the Indian union is ready. This would help us not only fight for Sawarnaland but also to effectively deal with all the other issues that would be encountered once we have succeeded in carving out Sawarnaland for us and for our future generations. Issues like how to properly govern the area, issues related to resource sharing between the rest of India and Sawarnaland, issues related to relations between New Delhi and Sawarnaland and all other issues have been discussed in that blueprint. If the upper caste community agrees then we can have a full-fledged discussion on it. In fact, a group of people, I happen to be a part of, had foreseen this day coming and that is why we had prepared this kind of road map precisely to deal with a situation like this.
My best wishes are with you all in your struggle. But, if you sit down and objectively analyze the situation then all of you would come to the same conclusion and that is that we are so hopelessly outnumbered in India that we do not have a secured future in the present set up and ipso facto we have no other option but to proceed on the above mentioned course of action.
